Flow logs need a second role, which can only create and delete flow logs tagged for qloudpulse in those VPCs. The records go to a bucket in your account, and only summaries reach qloudpulse.

You run it, so its compute and storage are on your cluster. The collector still reads your AWS accounts through AWS's APIs, so the AWS charges below apply as on the hosted plans.
